Appeals may address process error, misapplication of criteria, material evidence omission, conflict/independence concerns or another documented ground.
Stages
Initial review, moderation, regrade and appeal are distinct states. The original decision is preserved rather than overwritten without provenance.
Independence
Where the process requires independence, the reviewer/moderator must not simply be the original decision maker acting under a new label.
AI
AI may summarize or assist administration but cannot be the final appeal authority for consequential decisions.
Outcome record
Appeal outcomes record the reason, authority, affected version and any resulting state change.
